North Range Metropolitan District No. 1 (the District) is a quasi-municipal corporation and political subdivision of the State of Colorado. The District's boundaries wholly encompass 1,868 single family homes, 48 carriage homes and 148 condos within the Reunion Community constructed between 2003 and 2022. The District's boundaries also includes the retail center at the SE corner of 104th Avenue and Tower Road and a 29-acre undeveloped land tract currently owned by Wal-Mart.
The District's Board has been under resident control since May 2020 and the District's board of directors are elected solely by Colorado registered voters living in and/or owning any of the 2,064 homes within the District.
The District assesses property taxes each year on the 2,064 homes to fund (1) repayment of the District's bond debt (issued for the purpose of funding the construction of the roads, parks, sewer and water lines, and other public infrastructure within the District), (2) maintenance of the landscaping in the parks and open spaces across the Reunion Community.
The Reunion Community
Reunion is a covenant-controlled community located in the northern section of Commerce City, Colorado. Construction began in 2003, and the Reunion community is currently comprised of 4,438 single family and multi-family homes. The home builders in the Reunion Community were Oakwood Homes, Shea Homes, Richmond Homes, Lennar, Morrison Homes and Tri-Pointe Homes.
The Reunion community is serviced by a network of five metropolitan (property tax) districts as follows:
--North Range Metro District No 1 (2,064 homes)
--North Range Metro District No 2 (1,171 homes)
--North Range Metro District No 3 (1,203 homes)
--North Range Metro District No 4 (0.01 acres of undeveloped land)
--North Range Metro District No 5 (0.01 acres of undeveloped land)
--Reunion Metro District (0 homes)
The Reunion community contains 129.5 acres of parks and open spaces. In addition, approximately 100 acres of Commerce City's 203-acre golf course is located within the Reunion Community. Retail outlets bordering the Reunion community includes a King Soopers superstore, Ace Hardware store, 10 fast food restaurants, Walgreens, three gas stations, two auto repair shops and over 20 other small retail outlets. Finally, the Reunion community is less than a 30-minute drive away from the Denver International Airport.

Notice Re. Metropolitan District Homeowner’s Rights Task Force (House Bill 23-1105)

House Bill 23-1105 (HB23-1105) created the Metropolitan District Homeowners’ Rights Task Forces with its members to be appointed by November 1, 2023. The purpose of the task force is to examine issues regarding homeowners’ rights and to perform other duties as noted in the new law. The Metropolitan District Homeowners’ Rights Task Force will review, among other matters, tax levying authority and practices, foreclosure practices, communications with homeowners and governance policies.
